Contract Proposal

I am seeking a writer that can research the in and outs of the school board trustee position. I want a proposal to be put together proposal for a contract that would enable me act as a consultant/slash advisor for the district. The propasal would outline daily, weekly and monthly duties that would be performed. This proposal should show an understanding of the daily concerns of a school district that board trustees need and should know and sometimes are not aware of. This is a contract that is not advertised for so the proposal must have merit, show purpose and necessity for the district. Prior to the project I would need to explain some concerns of the district.I would like the writer to be based in USA or UK and a few proofs of work would also be great. You must be a motivated person or company that is ready to go ASAP. What is your RELEVANT experience that relates to this posting?
